tankFiling of Records of Site Condition (RSC) with Ministry of Environmental and Climate Change has become an integral part of today's land development projects across several municipalities and alsofor reasons such as due diligence, road conveyances, land use changes or sometimes even baseline requirements. Records of Site Condition can submitted based on Phase One Environmental Site Assessment (ESA) and/or Phase Two ESA and/or Risk Assessment.

This talk will focus on insights and experiences gained in meeting the requirements of Ontario Regulation 153/04, as amended in 2011, addressing Potentially Contaminating Activities (PCAs), Areas of Potential Environmental Concern (APECs), and preparation of Conceptual Site Models, specific to Phase One and Phase Two ESAs. Attendees are welcome to share their experiences and perspectives. Please bring a copy (electronic download with the internet or hardcopy) of Ontario Regulation 153/04 (2011) for your reference.

Rakesh Koneru P.Eng., QPESA has been active in the construction and environmental fields since 2002. His experience includes hundreds of Environmental Site Assessments (ESA) for residential, commercial and industrial properties as well as soil and groundwater investigations spanning across the Province of Ontario. He has been active in filing Records of Site Condition since 2013, in accordance to Ontario Regulation 153/04, as amended in 2011.

These have included simple Phase One ESAs for undeveloped lands to commercial/industrial Brownfield properties of varying degrees. He has worked with individual property owners as well as large corporations to meet expectations and timelines. Rakesh has a Bachelor of Science degree in Civil Engineering from Technical University of Budapest, Hungary, and a Master of Engineering Science, in Water Engineering from University of New South Wales, Australia. Rakesh is a member of PEO since 2003 and is with York Chapter.
Note : Rakesh is not representing Ministry of Environment and Climate Change. Risk Assessment scenarios will not be discussed during this session.
